National Council CEO

Toby oConnor assists National Council to implement its Strategic Plan and to advance contemporary governance practices within a membership-based organisation where Councils exist to facilitate the good works delivered by Society Members.

He has over 40 years’ experience and knowledge of Australia’s public policy frameworks informed by working in Australia’s federal and state social services. Over this time, he designed and managed residential and in-home aged care, disability, social housing, employment and training and out-of-home care programs delivering services in local communities across all states and territories. He has held senior executive leadership roles in the not-for-profit, private and government sectors and has consulted across the human services sector.

Toby represents the Society on key Government advisory groups to provide expert advice, feedback for Councils and recommendations to inform policy and decision-making. He was a member of the Commonwealth’s Expert Reference Group responsible for the Not-for profit Sector development Blueprint. He is a member of the Community Services Advisory Group, the and the National Emergency Management Agency’s Charitable, Not-for-profit and Philanthropic Roundtable.
