The report emphasises housing as a fundamental human right and advocates for a $10 billion Social and Affordable Housing Fund to provide loans for building new housing.

The report proposes a three-fold strategy, including formal recognition of the human right to housing, reform of housing policies, and the establishment of a national multi-sector working group. The report underscores the critical role of stable housing in combating poverty and calls for a comprehensive, collaborative effort from all levels of government and the community to address housing shortages.

The report proposes that a $10 billion Social and Affordable Housing Fund can finance the construction of sustainable, high-quality housing, with a focus on community-based providers. Along with the formal recognition of housing as a human right by all levels of government, the report calls for a comprehensive reform agenda encompassing tax policy changes, rental market reviews, and increased Commonwealth Rent Assistance.

With collaborative efforts across government, community organisations, and the private sector, there should be an aim to halve the homelessness and housing deficit by 2025.
