Part II – International Governance
Part II covers the international confederation articles and global governance structure. Amendments to this section will be reviewed by the Council General International at the June 2026 General Assembly.

Part III – Australian Governance
On 15 December 2025, the Permanent Section of Council General International approved amendments to Part III, as proposed by Australia’s National Council. The new Part III will take effect 1 July 2026.

Once the Part II updates are endorsed, a coordinated national print and digital release of The Rule (Parts I–III) will follow. State and Territory Councils are confirming print quantities, and Member copies are expected by late July 2026.
Preparing for the New Part III
- Briefings for State and Territory Council Members, Directors, Council related bodies, boards and Executive Leadership Teams: March–June 2026
- Town Halls for Members: Three sessions in June 2026 to explain key updates. Register your interest.
- Part III Ambassadors: Each jurisdiction have nominated Ambassadors to help Members interpret articles and procedures.
Supporting Documents
- Procedures: Updated to aid interpretation of Part III articles; these will go to National Council in April, and be ready for inclusion in the July print one. Moving forward these will appear in a printed booklet and online.
- Appendices: Contain National Council policies and links to key documents. Expected completion by June 2026, and will be available online only to ensure current link accuracy.
